The Bee is reporting the arena deal has been reached and will include:

the much debated quarter-cent sales tax vote (half for the arena, half for City & County general funds)
$20 million from the Maloofs for initial phases
Maloofs agree to pay 25-30 percent of the final costs and sign [...]
